one of the main features of fuzzy systems is their explicit decision making. This feature is useful to carry out an intelligent filtering. This can help in designing communication protocols. A protocol can be viewed as a control system, and control systems are one of the main applications of fuzzy logic. Protocols have to provide the users with Quality of Service (QoS) and this implies to cope with subjective variables, which are imprecise and difficult to quantify, as they depend on the user requirements. Analytical solutions do not exist many times for communications protocols; therefore, fuzzy control is a promising approach to the problem. In this paper we focus on the hand-off problem. Hand-off takes place when the QoS of the terminal diminishes and can be initiated either by the terminal or by the base station. Fuzzy logic provides an intelligent control to
